4,000 kg electric van: does the B licence exception also remove CQC?
Not automatically. The exception concerns the driving licence; CQC depends separately on the activity and statutory exemptions.
The category B exception up to 4,250 kg for certain alternative-fuel goods vehicles does not by itself decide whether CQC is required. CQC depends separately on professional activity and statutory exemptions. Check the driver’s role, transport purpose, vehicle and normally required category.
The B exception concerns driving entitlement
Italian law allows category B in limited cases for certain alternative-fuel goods vehicles without a trailer, above 3,500 kg and up to 4,250 kg. Technical conditions apply to the extra mass and payload, and the driver must have held B for at least two years. This answers a question about the licence category; it does not by itself describe the transport activity.
CQC is a separate qualification governed by Legislative Decree 286/2005. It is assessed according to professional transport and the stated exemptions. These include private non-commercial transport and equipment the driver uses in their own work when driving is not their main activity. The fact that a truck is electric or that B is allowed does not automatically prove either that CQC is required or that it is exempted.
Have the activity and vehicle checked
Collect the vehicle data: class, authorised mass, no-trailer condition and technical documents supporting the B exception. Then describe the transport: is the driver making deliveries for third parties? Are they employed as a driver? Are they carrying tools they will personally use? Is the trip private and non-commercial? Those facts determine whether a CQC exemption may apply.
MIT clarifies that own-use exemptions do not apply to a driver employed by a company as a professional driver. If the work is a professional case not covered by an exemption, ask the employer or a transport adviser to confirm CQC requirements before performing the service. Do not infer an exemption only from category B or vehicle ownership.
Example
A tradesperson drives a 4,000 kg electric van qualifying for the B exception and carries tools they will personally use at a job. The B exception and the CQC tools exemption are separate checks; the latter depends on driving not being their main activity. A professional driver making deliveries is not automatically exempt.

Frequently asked questions
If I can drive the electric van with B, am I always exempt from CQC?
No. The mass exception for the licence and CQC requirements follow different rules and conditions.
Is CQC required for every professional goods trip?
Assess the vehicle and activity, then check statutory exemptions. The van being electric does not decide the issue.
