Licence categories
Operating machine: are the licence and road-use rules the same?
No. A licence authorises the driver; registration, technical approval and permits determine whether the machine may use a public road.
No. The licence needed to operate a machine and the requirements for using it on a public road are separate checks. Identify its registered classification and mass, then verify registration, technical documents and any permits required for the route.
The licence concerns the driver
Article 116 of the Highway Code defines licence categories by vehicle type. For an operating machine, the everyday name or resemblance to a road vehicle is not enough: check how it is classified and what its technical documents say. A self-propelled machine may fall under the rules for operating machinery, but the driving category depends on its actual classification and features.
Workplace safety training is separate from a road-driving entitlement. A certificate for using a machine on a worksite does not automatically replace the licence required to drive it on a public road. Check both requirements for the intended activity.
Road use concerns the machine and route
A licence does not replace registration, number plate, insurance, inspection or other authorisations. Operating machines may use public roads only when the required technical and administrative conditions are met. Exceptional dimensions or mass can require a permit and an approved route. Road access also depends on the road’s legal class and signs; an informal local name is not decisive.
Before setting out, check the machine category, mass, dimensions, maximum speed, attachments and restrictions in its documents. If the movement is oversized or unusually heavy, ask the competent authority which permits and route conditions apply. A machine suitable for work inside private premises is not automatically allowed on every public road.
Example and checks
A small self-propelled machine and a heavy machine may require different driving entitlements. Even when the driver holds the correct category, a road transfer can remain unlawful if registration or a movement permit is missing. The answer comes from checking the machine document, the driver’s licence and the planned route together.

Frequently asked questions
Is a workplace machinery certificate enough for public roads?
Not necessarily. Workplace training and a road licence serve different purposes; check the machine’s class and road-use requirements.
If I hold the required licence, may I drive the machine anywhere?
No. Registration, technical conditions, road restrictions and possible permits still apply.
