Do passengers and luggage change the trailer licence calculation?
The licence uses maximum authorised masses; passengers and luggage affect actual weight and operating limits.
No. Passengers and luggage do not change the licence category for a car-and-trailer combination, which is determined using the maximum authorised masses in the documents. However, the actual load must remain within each vehicle’s maximum mass, axle limits, payload and stability requirements.
The licence uses authorised figures
Under Italian Article 116, B, code 96 and BE are selected using the maximum authorised masses of the car and trailer and the statutory thresholds. Do not replace these figures with a weigh-in of the empty vehicle or the weight on a particular trip after passengers and luggage are loaded. The licence category is tied to the authorised characteristics of the combination, even if it happens to weigh less on one day.
That does not make actual mass irrelevant. The car, caravan and trailer must each stay within their maximum authorised mass, axle loads and payload. Passengers, luggage and accessories use part of the available capacity and can change the vehicle’s balance and vertical hitch load. You need both a valid licence category and a compliant actual load.
Example: a car is authorised at 2,000 kg and a trailer at 1,600 kg. Their 3,600 kg sum remains the reference for the licence calculation even if the trailer is nearly empty. If four passengers and luggage travel in the car, the actual weight rises and must stay within the car and trailer ratings, axle limits and remaining payload.
Make both checks before departure
Read the maximum authorised masses, add them to select the licence category and check whether the trailer crosses the 750 kg threshold. Then check the actual load: passengers, luggage, equipment and accessories must stay within payload. With a caravan, secure heavy items and verify the permitted vertical hitch load and the car’s towing mass too.
Moving or removing luggage to get a lower scale reading does not change the licence category calculated from authorised maximum masses. Frequently asked questions
If the trailer is empty, can I use a lower licence category?
No. Article 116 uses the maximum authorised masses for the licence calculation, not the trip’s actual weight.
Can I exceed the authorised mass if I hold the right licence?
No. Licence category and loading are separate checks; maximum mass, payload, axle and technical limits still apply.
