Licence categories
A1 licence: eligible motorcycles and limits
How to tell whether a motorcycle falls within category A1 and how to check its type-approval details.
An A1 licence covers motorcycles up to 125 cm³, 11 kW and 0.1 kW/kg, with all three limits met. It also covers motor tricycles up to 15 kW. You can obtain A1 from age 16.
All the limits apply together
To check whether a motorcycle falls within category A1, you cannot look at just one figure. The definition includes limits on engine capacity and power, as well as a maximum power-to-weight ratio. The motorcycle must meet all the applicable conditions. Even a low-capacity motorcycle can exceed the power or ratio limit, while its stated power alone does not show how the vehicle was type-approved.
The vehicle registration document lists useful technical details; compare them with the official definition and the category stated by the manufacturer. The MIT page “Obtaining an A1 licence” describes the category requirements. If the documents are unclear, ask the Driver and Vehicle Licensing Office or a qualified professional to check. Do not apply figures for the original model to a restricted version: the configuration officially recorded is what counts.
For example, a 125 cm³ motorcycle producing 11 kW is outside A1 if it exceeds the 0.1 kW/kg ratio. An A1 licence also covers motor tricycles with a power output no greater than 15 kW. The minimum age is 16, and obtaining the licence requires both a theory test and a practical test.
- Engine capacity, power and power-to-weight ratio are separate criteria.
- Check the motorcycle’s type-approval category in its documents.
- A modified vehicle requires confirmation that the modification is legal.
A1 compared with other motorcycle licences
A1 is separate from A2 and A. Higher categories have different requirements and limits; holding A1 does not automatically allow you to ride every more powerful motorcycle. Progressive routes and access rules depend on age, how long you have held the previous category and whether a test is required. Before planning an upgrade, check current MIT guidance and ask the Driver and Vehicle Licensing Office: the passage of time alone does not give you the right to ride.
Read your own licence in full, including codes and restrictions. In particular, an automatic-transmission condition or another restriction may affect what you can ride. Before using a borrowed motorcycle, compare your licence, the vehicle registration document and its actual configuration.
Theory study and safe riding
Choosing a category is a technical matter, but preparation also covers priorities, road position, protective equipment and defensive riding. When riding, being visible and keeping a safety margin are essential; staying within legal limits does not remove risks from road surfaces, traffic or weather.

Frequently asked questions
What are the exact motorcycle limits for an A1 licence?
The motorcycle must have no more than 125 cm³, 11 kW and a power-to-weight ratio no greater than 0.1 kW/kg. All three limits apply. A1 also covers tricycles up to 15 kW.
Does an A1 licence let me ride an A2 motorcycle?
No. The vehicle must fall within A1 limits. Moving to a higher category requires meeting its specific route and requirements.
