C1E and CE licences: which one do you need to tow a trailer?

How to match C1E and CE to the towing vehicle’s category and check the combination’s mass.

C1E covers combinations with a C1 towing vehicle and a trailer over 750 kg if the total does not exceed 12,000 kg. It can also cover certain category B towing vehicles with trailers over 3,500 kg, up to 12,000 kg. CE covers combinations with a category C towing vehicle and a trailer over 750 kg.

The E suffix adds a trailer

C1E and CE apply to combinations whose towing vehicle is in the C1 or C family respectively and is paired with a trailer under the relevant thresholds. They are not interchangeable: identify the basic category and authorised masses. The E suffix does not remove limits on the towing vehicle, trailer or combination. MIT’s C1E-CE guidance explains how to obtain the category; vehicle documents help identify the combination.

As with other combinations, check the maximum authorised masses shown in the documents. The load’s actual weight at that moment is not enough to determine the required category. Also check permitted towing mass, axle loads and towbar approval. These figures define what the vehicle can tow even when the driver holds the correct category.

The minimum age for C1E is 18. For CE it is normally 21, but it may be 18 with a CQC obtained through the specified standard goods-transport route. A theory test passed for C1, C, D1 or D also counts for the corresponding E category if taken on or after 2 March 2015; the practical test is still required.

  • C1E pairs with C1; CE pairs with C.
  • Compare maximum authorised masses with the thresholds in current legislation.
  • Check that the towing vehicle is technically approved to tow the trailer.

A four-step check

Before use, identify the towing vehicle category; note the trailer’s mass and details; calculate the combination under the statutory definitions; then compare the result with the category on the licence. Check technical compatibility and load limits too. If the vehicle is used for professional transport, also check whether a CQC is required: towing entitlement and professional qualification are separate matters.

If unsure, give the documents to the Motorizzazione, a driving school or the fleet manager and ask about that specific combination. Do not apply a formula found for a different combination, since the basic category and masses can change the result. Always check thresholds against current legislation, especially before a purchase.

Theory supports practical training

For company fleets, record each combination’s registration, authorised masses and minimum licence category instead of relying on the driver’s memory. Repeat the check when you change trailers: a different trailer can change the total combination mass and the category required. Before coupling it, check electrical and mechanical compatibility and that safety devices are present. Holding the right licence does not replace a pre-departure check.

Frequently asked questions

What is the maximum mass of a C1E combination?

A C1E combination with a C1 towing vehicle cannot exceed 12,000 kg maximum authorised mass. C1E also covers certain combinations with a category B towing vehicle and a trailer over 3,500 kg, still within 12,000 kg. The CE category definition has no such 12,000 kg limit.

Could CE alone be enough to carry goods for work?

A CQC may also be required, depending on the activity and any applicable exemptions.
