Foreign driving licences
EU driving licences: when must you exchange or renew one in Italy?
How to distinguish validity, renewal and exchange of a driving licence issued in an EU country.
A valid EU driving licence is recognised in Italy and does not have to be exchanged as soon as you move there. Exchange may be useful for renewal or to replace a lost document; certain licences with no expiry date or validity beyond EU standards must be exchanged after two years of residence.
Recognition does not always mean an exchange is needed
A driving licence issued by an EU or European Economic Area (EEA) member state is generally recognised in other member states as long as it remains valid and is not subject to a measure restricting its use. This does not mean every holder must immediately exchange it for an Italian licence. Whether renewal or exchange is needed depends on factors such as normal residence, expiry date, the document’s administrative validity period and any conditions or restrictions.
When a licence is close to expiry, renewal may have to be handled in the country of normal residence. Licences with limited administrative validity, indefinite validity or restrictions may follow specific rules. Do not decide solely from the holder’s nationality: the issuing country and individual circumstances matter. Check the applicable procedure with MIT and the Italian Driver Portal (Portale dell’Automobilista).
EU rules set the usual administrative validity at 10 years for AM, A and B, and 5 years for C and D; shorter periods may apply for medical reasons. If a licence has no expiry date or lasts longer than EU standards allow, a holder resident in Italy must exchange it within two years of acquiring residence. It does not need to be exchanged just because it was issued abroad.
- Check the issuing country, validity, categories and codes.
- Check where you have normal residence and whether the document is nearing expiry.
- Ask the Motorizzazione before starting a voluntary exchange.
Documents and steps
An exchange or renewal may require an application, identity document, original licence and other items depending on the case. Do not prepare a file using a generic list: requirements and administrative procedures can change and may vary by office. The competent Motorizzazione can verify authenticity, categories and restrictions with the issuing country. If the document is lost, damaged or expired, state that when you apply.
Do not drive assuming that starting an application is enough if your right to drive is unclear. Keep receipts and communications from the authority, but check which document or certificate legally allows you to drive while it is being processed. For questions about residence or status, the relevant consular authorities may also help.
