International driving permit and licence exchange: what is the difference?

One is a travel document; the other changes your licence after relocation. Here is how to tell them apart.

An international driving permit accompanies an Italian licence in countries that require one: the 1949 Geneva model lasts one year and the 1968 Vienna model three years. An exchange replaces a foreign licence with an Italian one when an agreement applies.

Two procedures with different purposes

What is often called an international driving licence is a permit that accompanies a valid national licence when the destination country requires it. It is not a new category and does not replace the original document. An exchange, by contrast, is an administrative procedure that allows a foreign-issued licence to be replaced with an Italian one in specified cases. It may be relevant after changing your residence or when managing expiry.

The practical difference is the direction of travel and how long you need the document. For a short stay abroad, you may need an international permit or a translation, depending on the country. If you hold a foreign licence and live in Italy, check recognition, how long you may use it, whether an exchange agreement applies and the renewal procedure. “International” does not mean valid everywhere, and “exchange” is not simply a change of language.

  • International permit: accompanies a valid national document.
  • Exchange: a procedure for obtaining an Italian document where agreements allow it.
  • An official translation and an international permit are different documents.

Check what applies to your situation

For a trip, check the destination country’s current guidance, local rules and the rental company’s requirements; confirm which convention applies and what format is needed. For an exchange in Italy, check the issuing country, residence status, validity and categories on the licence. Agreement lists can change, so consult MIT and ask the UMC before spending money or relying on a temporary document.

In either case, keep your original licence valid and carry the required document with it where necessary. An international permit does not extend the expiry date, and a pending exchange application does not automatically grant the right to drive in every circumstance. Check the competent office’s requirements and keep its written reply.
