When is a boating licence required for a small craft?

The requirement depends on distance, engine power and displacement, as well as vessel type: check all the conditions together.

A boating licence is required beyond six nautical miles from the coast and in some cases within six miles, depending on engine power and displacement. It is always required for personal watercraft and water skiing.

Distance from the coast and engine specifications

A boating licence is not required or waived solely on the basis of a boat’s length. For pleasure craft up to 24 metres, a licence is required when navigating beyond six nautical miles from the coast, regardless of engine. Within six miles, it may be required depending on engine specifications: the rules consider power and, depending on the engine type, displacement thresholds. Compare the technical data with the specific rule; do not reduce the check to horsepower alone.

The MIT page notes that exceeding displacement limits may trigger the requirement even if power is at or below 30 kW (40.8 CV), and vice versa. Displacement thresholds vary depending on whether the engine is two-stroke, four-stroke outboard or inboard, direct-injection or diesel. You therefore need to know the propulsion type and check the engine data, not just the boat’s sales label.

A boating licence is also required to operate a personal watercraft, regardless of its power, and to water-ski. Anyone navigating within the limits without a licence must still comply with minimum age, vessel, equipment and local restrictions. Port Authority orders may set additional rules for areas, ports and seasons.

  • Beyond six nautical miles from the coast: a boating licence is required regardless of engine.
  • Within six nautical miles: check the power and displacement thresholds for the engine type.
  • The MIT rules require a licence for personal watercraft and water skiing.
  • Local orders may impose additional requirements.

How to check your specific case

Gather the vessel documents and engine specification sheet: note the power, displacement, cycle and installation position. Then clarify the planned navigation: inland waters or sea, within or beyond six nautical miles. If a value is close to a threshold or the engine has been replaced, ask the Port Authority or Motorizzazione before setting out. An advert saying “no licence required” does not override certified data.

A licence limited to 12 nautical miles and an unrestricted licence describe the scope of the authorisation; they do not remove requirements triggered by the engine, personal watercraft or water skiing. Base your decision on the current Recreational Boating Code and the vessel documents.

Frequently asked questions

If I am within six nautical miles with a small engine, is a licence never required?

Not necessarily. Check the power and displacement thresholds for the engine type and other cases, such as personal watercraft or water skiing.

Is a licence for up to 12 nautical miles enough to go farther?

No. A licence limited to 12 nautical miles does not automatically authorise unrestricted navigation. Follow the scope shown on the licence and the vessel limits.
