Heavy L7e quadricycle: which licence is required and what are its limits?

L7e identifies a non-light quadricycle; in Italy B1 covers vehicles meeting the Article 116 mass and power conditions.

In Italy, a B1 licence is required for a non-light quadricycle from age 16 if it meets Article 116: category L7e, unladen mass up to 400 kg for passenger vehicles or 550 kg for goods vehicles, and net engine power up to 15 kW.

L7e identifies the type approval

L7e is the European category for heavy quadricycles. It is not a driving licence, and a closed cabin or four wheels alone do not establish that a vehicle is L7e. Check the category on its registration document and the vehicle’s certificate of conformity (CoC). L7e has subcategories with different layouts, including on-road quads, all-terrain quads, buggies and quadri-mobiles. A small car-like vehicle may therefore be L6e or an L7e subtype; the marketing name does not decide.

This matters because AM covers light quadricycles L6e, while Article 116 of the Italian Highway Code assigns B1 to quadricycles other than AM vehicles, identified as L7e, with net engine power no greater than 15 kW. Italian law states an unladen-mass ceiling of 400 kg for passenger transport or 550 kg for goods transport, excluding batteries on electric vehicles. B1 can be obtained from age 16. These are Italian driving-licence conditions; do not automatically replace them with European type-approval mass figures.

EU Regulation 168/2013 defines L7e with a running-order mass up to 450 kg for passenger transport or 600 kg for goods transport, and excludes vehicles that belong to L6e. You may therefore see a type-approval mass above the national figures in Article 116. The quantities and measurement methods are not interchangeable: “unladen mass” in the Italian Code and “mass in running order” in EU rules are not merely two labels for the same number. For the specific vehicle, compare its registration document and CoC, intended use and power; ask the Motorizzazione whether a discrepancy affects the required licence.

How to check whether B1 is enough

Before driving, check four items in order: type-approval category, mass and the definition used for that figure, whether the vehicle is designed to carry people or goods, and net power. Then check your licence and any personal codes or restrictions. For example, an L7e entry alone does not prove that B1 is sufficient if the vehicle falls outside the requirements referenced by Article 116. A valid B1 also does not make a modified vehicle or one that no longer matches its documents lawful. If the vehicle is imported, the CoC does not match the chassis number or its mass is close to a limit, do not rely on a sales listing; ask the competent office before using it.

B1 is also distinct from B. B1 is the specific category for non-light quadricycles, while B covers the motor vehicles defined by the Code and can include further vehicles under extension rules. Do not infer a vehicle’s permitted use or performance from power alone: always check its category and stated limits. Quiz Patente Ufficiale offers theory chapters, exam quizzes and mistake review to help you distinguish AM, B1 and other categories. It does not check the records of your specific vehicle or replace the Motorizzazione.

Quiz Patente Ufficiale helps you review AM and B1 theory through chapter study, quizzes and mistake review.

Frequently asked questions

Can I ride an L7e quadricycle with AM?

No. AM is the category for mopeds and light L6e quadricycles. A heavy L7e quadricycle falls under B1 if it meets the limits in Article 116 and your licence has no condition that prevents it.

Does B1 use the European 450 kg limit?

Do not rely on that figure alone. EU rules define running-order mass for L7e type approval; Article 116 of the Italian Code sets unladen-mass limits of 400 kg for passengers or 550 kg for goods, excluding electric batteries, for B1. Check the definition, records, vehicle use and power for the exact vehicle.
