Water-skiing: what safety requirements apply to the boat?

Water-skiing requires a boating licence regardless of engine power and a third person aboard to watch the skier.

In Italy, a boating licence is required to tow a water-skier regardless of the boat's engine power. Official examination material also states that the boat must carry a driver and a separate observer; two people alone cannot perform both roles while towing.

Licence and a dedicated observer are required

The MIT identifies water-ski towing as an activity for which a boating licence is required, regardless of engine power. The person at the helm must be qualified and must not also serve as the observer. Official nautical quiz material specifies a third person aboard, dedicated to watching the skier and the tow rope while the driver controls the vessel.

That division of roles matters because the driver must keep attention on navigation and the observer must maintain an uninterrupted view of the skier. Agree on signals and emergency responses before starting. Follow the boat's approved capacity, equipment and local limits, and never tow if the observer cannot do the assigned task safely.

Check equipment and conditions before towing

Official material also calls for an appropriate rear-view mirror, an approved tow attachment and a personal flotation device suitable for the skier. The boat must be able to tow within its design and capacity. Limit the number of skiers to the permitted maximum and stop if weather, visibility, traffic or the skier's condition makes the activity unsafe.

For example, a driver and one skier do not make a complete crew: a third person must watch the skier, so a two-person crew cannot safely perform the required roles.
