Do you need CQC to drive a truck for a private house move?

Private, non-commercial transport may be exempt from CQC; you still need the right licence category and a compliant vehicle.

A personal, non-commercial house move may fall under the statutory CQC exemption for private transport of goods. You still need the driving category required for the truck and must meet mass, insurance and road-use requirements. If the move is a professional service, do not assume the exemption applies.

The exemption concerns private, non-commercial transport

CQC is a professional qualification for drivers carrying out professional work with vehicles requiring categories C1/C and related categories. Legislative Decree 286/2005 exempts drivers of vehicles used for private, non-commercial transport of goods. Moving your own household belongings, without selling a transport service, may fit that exemption.

This does not turn category B into a truck licence. If the vehicle exceeds 3,500 kg or falls within C1/C, you still need the appropriate driving category. Also, goods being yours does not automatically make a journey private if it is part of a business service or the driver is employed to drive professionally.

Consider who is driving and why

Before setting off, decide whether the journey is genuinely personal and non-commercial or part of a paid removal service. MIT warns that the exemptions for private transport and for work equipment do not apply when the driver is employed by a company as a professional driver. The vehicle owner’s identity alone does not decide the issue.

Check the vehicle category, maximum authorised mass, passenger capacity, trailer and licence codes. For a private move, make sure the use meets the exemption and the truck is suitable for the load. For a commercial removal, ask the employer or transport adviser to verify the CQC requirement before accepting the trip.

Example

A person rents a C1 truck for one household move, drives it personally with the required C1 licence and does not offer transport for payment: the private, non-commercial exemption may apply. If a removal company sends an employee hired as a driver, the trip’s purpose and the driver’s professional role change the assessment; do not assume the exemption.

No. The purpose of the journey and the driver’s role matter, not only vehicle ownership.
