L1e and L2e: how to distinguish two-wheel and three-wheel mopeds

L1e identifies a light two-wheel vehicle and L2e a light three-wheel vehicle; check the approval and records for the exact vehicle.

L1e is the European category for light two-wheel vehicles; L2e is for light three-wheel vehicles. Italian AM also depends on construction limits—generally a maximum design speed of 45 km/h and engine-size or power thresholds—so check the type approval and vehicle records rather than counting wheels alone.

What the codes mean

L1e identifies a two-wheeled moped; L2e identifies a three-wheeled one. These are type-approval codes, not licence categories. Check the individual vehicle’s classification in its registration documents and certificate of conformity (CoC).

Article 116 of the Italian Highway Code includes L1e two-wheel mopeds and L2e three-wheel vehicles in the AM licence, subject to their technical limits. Maximum design speed must not exceed 45 km/h. For a positive-ignition engine, displacement is limited to 50 cc; for electric propulsion, maximum continuous rated power is 4 kW. For three-wheel vehicles with compression-ignition or other combustion engines, the Code uses net maximum power, also up to 4 kW. Do not use a sales brochure’s peak-power figure in place of the legally relevant technical value.

Read the EU category and the AM rules together: L1e or L2e describes the approval, while Article 116 says which vehicles an Italian AM licence permits. A three-wheeler with a maximum design speed above 45 km/h, for example, falls outside the AM limits even if its seat and handlebars resemble a moped. An L2e vehicle remains within that class only if that individual vehicle complies with its approval requirements. If an imported vehicle, a modification or a mismatch between the CoC and registration document creates uncertainty, ask the Motorizzazione to verify it.

How to check your moped

On the registration document, find the category and type-approval entry; compare the code with the CoC and chassis number. Then check maximum design speed, engine displacement and propulsion type using the value recorded for that vehicle. Do not confuse an electric motor’s 4 kW continuous rating with peak power, or engine displacement with power. If a vehicle is marked L2e but has been modified, its original classification does not prove that its current specifications are lawful. Modifications can require approval and an update to the vehicle records.

For example, a three-wheel scooter approved as L2e, with a maximum design speed of 45 km/h and an engine within AM limits, falls within the AM category. A trike whose design speed is higher than 45 km/h may instead be L5e: check the type approval and required licence rather than assuming AM is enough. Quiz Patente Ufficiale offers theory chapters and review of wrong answers to help you study moped categories and limits; the technical check still depends on the vehicle’s own papers.

Frequently asked questions

Does L2e simply mean that a vehicle has three wheels?

No. L2e is a specific European category for light three-wheel vehicles that meet defined requirements. Faster or more powerful three-wheelers may belong to another category, such as L5e.

Is meeting the 45 km/h limit enough for AM?

No. You must also check the type-approval category, engine displacement or power for the propulsion type, and the vehicle documents. These are cumulative requirements, not alternatives.
