Own-account goods transport: is CQC always required?

No, but “own account” is not an automatic exemption: check the activity, driver’s role and the specific statutory exceptions.

CQC is not automatically required for every own-account goods journey, but the label “own account” does not guarantee an exemption either. The commercial or private purpose, the driver’s job, vehicle and statutory exceptions all matter.

The transport label does not settle the case

CQC is required for drivers who professionally carry out transport with vehicles for which categories C1/C or D1/D are required. The decree lists exemptions, including private, non-commercial transport of goods and equipment used personally by the driver in their own work when driving is not their main activity. Apply those conditions to the real facts.

A business may move its own goods for commercial reasons. That is not necessarily the same as private, non-commercial transport. If an employee is hired as a driver, MIT says the two own-use exemptions do not apply. If the employee is a technician carrying tools they will personally use and driving is incidental, the equipment exemption may be relevant.

Check the activity and driver’s role

Ask who is driving and why the goods are on the vehicle. Is transport itself part of the company’s commercial activity? Is the driver employed as a professional driver? Are the goods equipment the driver personally uses in a job other than driving? Does the vehicle require C1/C or D1/D? These facts point to the potentially relevant exception, but borderline cases need confirmation from the employer or competent office.

Even where CQC is not required, the driver still needs the correct licence category and must respect vehicle masses, trailer limits, documents and road rules. An exemption concerns professional qualification, not driving entitlement. Do not rely on “own account” in a company document as the only evidence.

Different examples

A private person moving their own furniture without a commercial activity may fit the private transport exemption. A tradesperson carrying equipment they personally use may fit the equipment exception only if driving is not the main activity. An employee hired as a driver who delivers company goods cannot automatically rely on those exceptions just because the transport is own-account.

Quiz Patente Ufficiale offers theory quizzes and mistake review for studying categories and road rules. For CQC, assess the work relationship, cargo and purpose of the trip against the decree’s conditions.

Quiz Patente Ufficiale helps study categories with quizzes and mistake review; CQC depends on the facts and statutory exceptions, not only the “own account” label.

Frequently asked questions

Is own-account transport always exempt from CQC?

No. The label is not enough; check the purpose, driver’s role and specific exemption conditions.

Can I drive a C1/C vehicle for work without CQC?

Only if a valid exemption applies. You still need C1 or C for the vehicle itself.
