A2 licence: how it differs from A1 and A
Compare A1, A2 and A: motorcycle limits, progressive access and document checks.
A1 covers motorcycles up to 125 cm³, 11 kW and 0.1 kW/kg; A2 covers motorcycles up to 35 kW and 0.2 kW/kg, not derived from models over 70 kW; A has no such power limits. You can obtain A2 from age 18.
What defines category A2
An A2 licence covers motorcycles within the power and power-to-weight limits set by law. Further conditions apply to vehicles derived from more powerful models. An advert describing a motorcycle as “restricted” is not enough: it must be correctly configured and the figures must match the vehicle documents. Engine capacity and power are different measures, and meeting only one limit is not sufficient.
A1 has narrower limits and also sets an engine-capacity limit; A2 allows more powerful motorcycles, but not every motorcycle in category A. Category A is not simply defined by a higher limit: the rider must obtain the entitlement through the required route. The Ministry publishes guidance for A1 and A2-to-A access; check the current version before buying a motorcycle or booking a test.
There are two routes from A2 to A: from age 20, after holding A2 for at least two years, you can take the practical test; or you can obtain A through progressive access without a test after a seven-hour course at a driving school. Alternatively, direct access to A is available from age 24 with the required tests.
- Check the maximum power and power-to-weight ratio in the vehicle documents.
- For a restricted motorcycle, also check the figures for the approved configuration.
- Moving to a higher category requires the specified criteria, not just informal experience.
Progressive access and choosing a motorcycle
Access to motorcycle categories may be based on age or follow a progressive route when the legal requirements are met. Check current MIT guidance for the minimum age, how long you must have held the previous category and the test procedure. Do not rely on information for a different category or an earlier version of the rules. The Driver and Vehicle Licensing Office can explain how to apply in your circumstances.
When comparing models, also consider ergonomics, weight, seat height and intended use: these affect handling even though they do not change the legal category. Choose carefully and, where permitted, try the motorcycle with appropriate support. Legal eligibility and the practical ability to control it are separate matters.

Frequently asked questions
Does an A licence arrive automatically after two years with A2?
No. From age 20, you can apply to upgrade by taking the practical test or completing the seven-hour progressive access course, if you have held A2 for at least two years. The category does not update automatically.
Do you automatically get A after two years with A2?
The upgrade is not automatic: you must meet the requirements and follow the procedure under the current rules. Check MIT guidance and ask the relevant office.
