Can you ride an 11 kW electric scooter with an Italian category B licence?

In Italy, category B includes a national A1 equivalence for some vehicles; check an electric scooter’s approval, power and power-to-weight ratio.

In Italy, a category B licence includes a national equivalence that permits some A1 vehicles, but the label “11 kW” alone does not settle whether an electric scooter is covered. Check its approved category and the technical data in its registration documents. Displacement applies to combustion engines; for an electric vehicle, its classification, power and power-to-weight ratio matter.

What category B permits in Italy

Under the Italian Highway Code, category B holders may also ride motorcycles that fall within the A1 limits in Italy: up to 125 cm³ for combustion engines, maximum power of 11 kW and a power-to-weight ratio no higher than 0.1 kW/kg. These requirements apply together. This is a national equivalence for use in Italy; it does not turn a B licence into an A1 licence obtained by passing the relevant exam, and it is not automatically recognised abroad.

An electric model has no combustion-engine displacement to compare. Its approved vehicle class and homologation values still matter. A marketing claim that a scooter has an “11 kW motor” does not by itself prove that it falls within the permitted class. Check the registration certificate and approval data, including power and the power-to-weight ratio. If the figures are unclear, ask the Italian Motor Vehicle Office (Motorizzazione) before riding.

Why a brochure figure is not enough

Suppose a dealer advertises an electric scooter rated at 11 kW. That figure reaches the A1 power ceiling, but you still need to verify the power-to-weight ratio and the vehicle’s approved category. Do not replace those values with advertised peak power, battery capacity or an unverified kerb weight: they describe different things.

Your licence must also be valid and free of restrictions that conflict with the vehicle. Italy’s category B equivalence does not change the scooter’s approval or the conditions printed on its registration certificate. A decision about a specific model needs official vehicle data, not just its commercial name.

How to check before riding

Read the vehicle category and technical figures on its registration certificate, then compare them with Article 116 of the Italian Highway Code and the Ministry of Infrastructure and Transport (MIT) category B guidance. For an imported or modified vehicle, or where the power figure is ambiguous, request a specific check. Do not assume this Italian rule applies when travelling abroad: the destination country may not recognise the same equivalence. Frequently asked questions

Can every 11 kW electric scooter be ridden with category B?

No. 11 kW alone is not enough. The approved class and official data must fit Italy’s national A1 equivalence, including the power-to-weight ratio.

Does an Italian category B licence count as A1 abroad?

Not automatically. This permission is provided for riding in Italy. Check the destination country’s rules before travelling; a rental contract does not create a licence entitlement.
