Boating licence for up to 12 nautical miles: what does it allow?

What a licence limited to 12 nautical miles covers and which limits on the vessel to check before setting out.

A boating licence for up to 12 nautical miles from the coast covers navigation within that limit and may authorise motor, sailing or both. The type and characteristics of the vessel also matter.

The limit is measured from the coast

A boating licence limited to twelve nautical miles allows you to operate the vessels specified on the licence within the stated navigation limit. Distance is measured from the coast under the applicable rules; it is not measured from an arbitrary port or island. The licence may cover motor, sailing, or sailing and motor vessels, depending on the course and test completed. Read the licence carefully and check the definitions in the Boating Code and its regulations.

The operator’s licence is only one of the checks to make before setting out. The vessel must be suitable for the planned trip and comply with document, equipment and distance-from-shore requirements; the crew and skipper must understand the weather and sea conditions, local orders and navigation area. Engine power, vessel length and whether a licence is required also depend on the vessel’s characteristics and the planned navigation. For specific cases, ask the Port Authority or a qualified sailing school.

  • Check the type of authorisation: motor, sailing or both.
  • Check the planned distance from the coast and the vessel’s characteristics.
  • Check the equipment requirements and orders issued by the relevant Port Authority.

Within or beyond the limit

An unrestricted coastal licence and one limited to twelve nautical miles are not equivalent. If your planned route goes beyond the limit, you need the corresponding authorisation and appropriate planning. Do not treat a trip as “close to shore” just because the sea is calm or land is visible: distance remains the reference point. Plan your route and return margin with the weather and vessel range in mind; a theoretical calculation is no guarantee of safety.

Interministerial Decree 146/2008 contains the implementing regulation, including requirements and exam rules; the Recreational Boating Code sets out the general framework. The Coast Guard provides safety guidance and useful navigation information. Local rules may add prohibited areas or temporary restrictions.
