Driving licence review: when can one be required?
A licence review may concern a driver’s fitness or knowledge; it is different from the vehicle’s periodic roadworthiness test.
A driving licence review is a legal measure requiring a driver’s qualifications or ability to be checked again in circumstances set out by law. It is separate from a vehicle’s technical inspection.
Two different meanings of ‘review’
In everyday language, ‘review’ often means a car’s periodic roadworthiness test. Under the Highway Code, a driving licence review concerns the licence holder. It may be ordered when there are doubts about whether the driver still meets the physical or mental fitness requirements, or about their technical ability to drive in cases provided for by law. It is therefore a personal measure, separate from the vehicle inspection carried out at an authorised centre.
The authority’s notice states the reason, the checks required and the steps to follow. A review may involve a medical examination, a fitness test or other checks provided for by law. Do not decide for yourself that the requirement no longer applies, and do not ignore deadlines: the consequences and whether you may drive during the process depend on the order and the applicable rules. If the notice is unclear, promptly ask the Motorizzazione or the issuing authority for clarification.
- Read which check has been ordered and why.
- Follow the place, deadlines and document requirements stated in the notice.
- Distinguish a personal driving licence review from a technical vehicle inspection.
How to prepare and whom to contact
Gather the notice, the required documents and any certificates you already have. If a medical examination is required, follow the instructions from the health service or local medical commission. If a test is required, ask the Motorizzazione how it works and how to book it. The procedure depends on the reason and cannot be reduced to one checklist that applies to everyone.
To challenge the measure or understand its legal effect, meet any appeal deadlines and consider seeking qualified advice. General information cannot replace reading the specific notice. A vehicle inspection, by contrast, can be checked through the services for its registration number and follows a different technical schedule.
Review and fitness requirements
If the measure follows an accident or a health condition, you may need to provide medical documents or undergo checks at a specific facility. If a test is required, ask which licence category and which tests are involved. A driving licence review may concern a licence or category, and the outcome may affect your right to drive. Keep the receipt for every examination and ask for confirmation that the result has been sent to the office.
