Three-wheeled scooter up to 45 km/h: when is an AM licence enough?
AM may cover an L2e three-wheeled moped up to 45 km/h when it also meets the applicable technical limits.
An AM licence includes some L2e three-wheeled mopeds with a maximum design speed no greater than 45 km/h. They must also meet the applicable engine or power limits and be approved as mopeds, not as more powerful tricycles.
The requirements apply together
Category L2e identifies a three-wheeled moped. To fall within AM, it must have a maximum design speed of 45 km/h or less and meet the technical engine limits: depending on its powertrain, displacement or maximum net/continuous rated power must not exceed 4 kW. The definitions in Article 116 and vehicle approval rules must be read in the version applicable to the vehicle. It is not enough for a rider to choose not to exceed 45 km/h: the figure concerns the vehicle’s design maximum and approval.
Check the single circulation document or registration certificate for L2e and compare the speed and power data with the CoC. A sales page might show a recommended riding speed, a modifiable electronic limit or peak motor output; none automatically replaces the approved figure. If the vehicle is L5e or has another classification, do not apply the AM requirements for an L2e moped.
For example, an L2e vehicle with a maximum design speed of 45 km/h and power within the limits may qualify for AM if all other documentary requirements are also met. A similar model capable of 60 km/h is not L2e merely because its rider goes slowly: identify its actual class and required licence.
Verify both the vehicle and the licence
Before riding, compare the recorded category and power with your licence and any restrictions printed on it. If the vehicle was imported, modified or has incomplete documents, ask the Motorizzazione to check it. Passenger transport may also depend on the L2e approval and AM rules: check the authorised seating and driver conditions rather than seats added later.

Frequently asked questions
Is it enough that a three-wheeled scooter does not exceed 45 km/h to use AM?
No. It must also have the relevant approved category and meet engine or power limits and other requirements. Actual riding speed is not enough.
Can an electric L2e exceed 4 kW?
For the applicable definition of an electric moped, the technical limit concerns continuous rated power. Check the approved figure in the documents and rules for that version.
