Licence categories
Three-wheeled scooter: how can I tell whether it is a motorcycle or tricycle?
The licence for a three-wheeled scooter depends on its approved category and technical data, not its shape alone.
A three-wheeled scooter may be approved as a motorcycle or a motor tricycle; counting its wheels is not enough to choose the licence. Read its category in the vehicle documents and compare its power and other limits with Article 116 of the Italian Highway Code.
The approved category makes the difference
Two three-wheeled scooters can belong to different legal categories. Their wheel layout, steering system and individual vehicle approval determine whether each is a motorcycle or tricycle. A1 covers motorcycles within its limits and motor tricycles with power no greater than 15 kW. Article 116 requires category A and a minimum age of 21 for a tricycle above 15 kW. Do not apply the tricycle rule automatically to a scooter recorded as a motorcycle.
Look for the vehicle approval category and registered power in the registration document or the vehicle’s single circulation document. You can compare the category with the certificate of conformity (CoC) for that same vehicle. Do not rely on a model’s marketing name, photographs or the fact that its two front wheels appear linked: these do not replace official classification. If the document is unreadable, incomplete or inconsistent with the CoC, ask the Motorizzazione before riding.
For example, a tricycle recorded at 14 kW falls within the A1 tricycle limit; one recorded at 16 kW requires category A and the age condition. If the vehicle is approved as a motorcycle, check it against the motorcycle limits instead, including displacement, power and, where applicable, the power-to-weight ratio. Appearance alone cannot tell you which check applies.
Checks to make before riding
Note the category and power in the documents, then verify your licence, the required age and any personal restrictions printed on it. The MIT category pages describe the licence entitlements; the vehicle document identifies the particular vehicle. If you are considering a purchase, ask for the documents before agreeing and seek confirmation where the category is unclear. A modification or a different configuration can affect which data must be checked.
Quiz Patente Ufficiale helps you review category theory through chapters, exam quizzes and error review. To know whether you may ride this specific scooter, use its official documents and the rules for its classification; the app does not inspect or approve vehicles.
Quiz Patente Ufficiale lets you study theory by chapter, practise with exam quizzes and review mistakes about vehicle categories.
Frequently asked questions
Are all scooters with two front wheels legally tricycles?
Not necessarily. The approved category in the documents for the individual vehicle controls. Check its power and technical data too; do not infer its class from its appearance.
Can I ride every scooter approved as a tricycle with A1?
No. A1 covers tricycles up to 15 kW. Above that, category A and a minimum age of 21 apply. Check the documented category and power.
