Third-party haulage: are category C and CQC enough for the company?

C and CQC qualify the driver; a company also needs the registrations and authorisations required for third-party haulage.

No. Category C and the goods CQC qualify the driver, but they do not by themselves authorise a company to carry goods for hire or reward. The carrier must also meet the business requirements, including the registrations and authorisations applicable to its activity. Check driver titles and company status separately.

Personal qualifications and business authorisations are separate

Category C covers certain heavy motor vehicles based on authorised maximum mass and vehicle class. The goods CQC, when required for the work, adds a personal professional qualification. Neither document shows that the company is registered or authorised to carry goods for third parties. The MIT regulates two separate areas: licences and professional qualifications for drivers, and market-access requirements for haulage companies.

For third-party transport, a company must check the business requirements that apply to its activity, including entry in the National Register of Road Hauliers and the electronic national register (REN) where required, as well as any licences for the type of transport and countries involved. The details depend on the form and scope of the business; do not infer company authorisation from an employee holding C and CQC. The company and driver may face separate checks on their own documents.

For example, an employee may have a valid C licence and goods CQC, while the company organising third-party transport still needs the business registrations and authorisations for that service. Transporting the company’s own materials may follow different rules, but changing the wording on a delivery note is not enough: identify the carrier, the purpose of transport and the authorisation that applies.

What to check before accepting the transport

As a driver, check your licence category, restrictions and CQC if required. As a company, check registration and authorisation for the actual service, the vehicle’s lawful availability and transport documents. For an international trip, confirm any licence or authorisation required for the route and countries. MIT and the National Register describe procedures distinct from obtaining a driving licence.

Frequently asked questions

If I have C and CQC, can I start a third-party haulage company?

No. Those are driver qualifications. The company must also meet the registrations and authorisation requirements for its activity and market.

Is the goods CQC always required to carry goods?

It is required for many professional activities using C1/C vehicles and their extensions, but specific exemptions exist. Check the type of transport and the driver’s role.
