Tractor licence and workplace machinery course: are they the same?

No. The licence required to drive an agricultural tractor on public roads and the qualification for operating it as workplace equipment have different purposes. The vehicle, how it is used and where it is operated determine which rules apply; a job may require both.

The licence concerns road travel; the course concerns workplace use

For public-road travel, first identify the machine in its documents: approval category, mass, any trailer and use restrictions. The required licence depends on its classification and conditions of circulation; calling it a “tractor” is not enough. An agricultural tractor differs from a road tractor unit for trucks, which follows C/CE categories based on mass and trailer. A driving licence also does not change the machine’s authorised mass or technical limits.

Workplace operation is separately subject to safety duties, information, training and instruction for equipment. INAIL explains that operation of some equipment identified by workplace-safety rules requires a specific qualification. A road licence alone does not prove that the operator has received training for the assigned work; an equipment course does not replace the licence required for road use. Training requirements can depend on the machine, attachments, tasks and workplace.

For example, moving an agricultural tractor on a public road requires checking the licence, registration and road-use conditions. When an operator later uses it at work, the company must check the training and equipment qualification applicable to that person and machine. A person who completed the course cannot infer the road category, and a licence holder cannot infer workplace operator qualification.
