Sailing boat over 4 m²: what age and distance limits apply?

The MIT lists an age-based exception for a small sailboat; confirm the craft category and route before departure.

A small sailing craft with sail area over 4 m² may be operated without a licence from age 14. Article 39 does not attach a one-mile limit to this age rule: that wording refers to rowing craft navigating beyond one mile.

The sailing age rule does not set a one-mile limit

Article 39(3)(c) sets age 14 for operating without a licence a small sailing craft with sail area greater than 4 m². The same provision separately mentions rowing craft navigating beyond one mile from the coast: one mile is not a condition of the sailing age rule.

Use the sail area recorded for the craft, not the size of an individual sail. If the craft has an auxiliary engine or is operated under power, separate rules apply to age, power, displacement and navigation area. Also check its category, documented limits and local restrictions.

Follow the craft’s own navigation limits

Do not infer the permitted distance from age or sail area alone. Before setting out, check the craft category, CE design limits and navigation limits in its documents; if there is an engine, check the separate engine requirements too. Local rules and safety equipment still apply.

For example, a 14-year-old may fall under the age rule for a sailing craft with more than 4 m² of sail area, but that does not automatically authorise every route. Distance also depends on the craft’s own limits. Article 39 separately sets age 14 for rowing craft navigating beyond one mile.
