Boating licence
At 14, can I operate a sailing or rowing craft?
From age 14, some sailing craft or rowing boats may be operated without a licence under specific sail-area and distance limits.
Article 39 sets age 14 for operating without a licence a sailing craft with sail area over 4 m² and, separately, a rowing craft navigating beyond one mile from the coast. The one-mile reference applies to rowing craft, not sailing craft.
What is allowed from age 14
Article 39(3)(c) sets age 14 for operating without a licence a sailing craft with sail area over 4 m² and a rowing craft navigating beyond one mile from the coast. The one-mile wording refers to rowing craft; it does not add a one-mile limit to the sailing age rule. This is an operating-age requirement, not the age for obtaining a nautical licence.
Check the sail area recorded for the craft, not the size of a loose sail. For rowing craft, the provision refers to those navigating beyond one mile; do not turn that wording into a general maximum distance. If the boat has an engine, including an auxiliary motor, separate rules apply to age, power, displacement and navigation area.
For example, a 14-year-old may fall under the rule for a sailing craft with a recorded sail area of 5 m²; Article 39 does not attach a one-mile limit to that age rule. For a rowing craft navigating beyond one mile, the same paragraph lists age 14. The craft’s category, navigation limits and local rules still apply.
Check the craft before setting out
Before operating the craft, check whether it is classed as a recreational craft, its recorded sail area, any engine data and the planned distance from shore. Ask the owner or nautical school to confirm that the age rule applies to that specific vessel. Local navigation restrictions, weather and required safety equipment still apply.

Frequently asked questions
At 14, may I operate any sailboat?
No. MIT’s rule covers sailing craft with more than 4 m² of sail area and the applicable navigation conditions; it does not cover every vessel.
At 14, can I take a rowing boat beyond one mile?
Paragraph 3(c) lists age 14 for rowing craft navigating beyond one mile. This does not make one mile a general maximum navigation distance; check the craft category, documents and operating limits too.
